Start a quant based brain trust/mindshare in Toronto Canada? Matlab, C#, C++, Java, modelling, strategies

I just want to focus on the quant stuff of commercial product like:
MATLAB
C++
C#
JAVA
Modelling
Building Strategies
All based on quant stuff.
